The Development Cooperation Office of the Italian Embassy in Hanoi seeks to hire two qualified individuals, Vietnamese nationals or individuals of other nationalities legally resident in Vietnam, for the positions of “Water sector specialist” and “Health sector specialist” on a short term consultancy basis contract.

1. Post Title: Water sector specialist

Location: Hanoi, at the Italian Embassy’s premises.

Job description: Under the general supervision of the Development Cooperation Office Director, the incumbent shall perform the following tasks:

- Liaison with the Project Management Units (PMUs) for monitoring bid execution and bid evaluation procedures;
- Executing contract’s evaluation and technical and financial validation;
- Liaison with PMUs and the Contractors for contract’s execution monitoring and administration;
- Periodical work progress monitoring and reporting;
- Water sector in Vietnam, analysis and studies on specific subjects (on technical equipment, services, contractual & procurement matters, demand and supply situation, ...)
- Evaluation of project feasibility studies, financial proposals.

Qualifications:

- Preferably, University Degree in Engineering or related technical field. Otherwise, High School Technical Diploma, if supported by the requested experience in the field, may be acceptable;
- Eight years of experience minimum in the water sector field in positions such as project design, pricing, procurement, management, monitoring and evaluation;
- Knowledge of the latest technology developments / project management techniques in the water sector field;
- Analytical, negotiating, communication skills;
- Excellent knowledge of Vietnamese and English both written and oral;
- Excellent team-work skills, enthusiasm and motivation.

Type of contract and duration:

The incumbent shall be hired on a “short term consultancy” contract basis for the duration of nine months, with possible yearly renewal.

2. Post Title: Health sector specialist

Location: Hanoi, at the Italian Embassy’s premises.

Job description: Under the general supervision of the Development Cooperation Office Director, the incumbent shall perform the following tasks:

- Liaison with the Project Management Units (PMUs) for monitoring bid execution and bid evaluation procedures;
- Executing contract’s evaluation and technical and financial validation;

- Excellent team-work skills, enthusiasm and motivation.
