Charter for Italian Nationals abroad

Italian nationals abroad are entitled to receive consular services based on the principles of equality, impartiality, efficiency and transparency.

All the nationals of any European Union Member State are also entitle to protection by the local Italian Consulate in places where their own country does not have diplomatic representative 

SERVICE AVAILABLE TO ALL ITALIAN NATIONALS

   The Consulate protects Italian nationals when:

-         their fundamental right are violated, or

-         their personal freedom is restricted or denied.

    Protection is provided in the case of dead, accident, serious illness, arrest or detention, and assistance is given to victims of violence and to persons in difficulty requiring to be repatriated. 

   The Consulate assists Italian citizens:

-         in emergencies;

-         searching for relatives;

-         requesting information on local legislation regarding marriage with a foreign national;

-         on probate and inheritance issues abroad;

-         wishing to repatriate the remains of a deceased person

Please note that the full cost of repatriation must be borne by the Italian national requesting assistance. 

   This Consulate  keeps a Register in which Italian nationals may record complaints regarding the services received, and offer suggestions and comments for improving their quality.  

   The Consulate assists Italian nationals to expedite all administrative formalities. Some services provided by the Consulate are free of charge. For others a fee is charged. 

   The following table lists the formalities which are, and others for which a fee is payable 

NO FEE IS PAYABLE FOR THE FOLLOWING FORMALITIES

-         Registration with AIRE (Register of Italian Nationals Resident Abroad)

-         Forwarding Civil Registry certificates for registration with Italian municipalities

 

-         Compulsory military service enlistment and formalities

-         Travel documents for repatriation

-         Repatriation certificate

-         “Esistenza in Vita” certificate

A FEE IS CHARGED FOR THE FOLLOWING DOCUMENTS

Gerneral power of attorney

L. 100,000 (51,65 euro)

Translation: certified copy certificate

L. 16,000 (8,26 euro) per page in Italian

L. 24,000 (12,39 euro) per page in a foreign language

Passport

L. 60,000 (30.99 euro) annual fee

L. 10,350 (6,35 euro) for a 32-page passport or

L. 12.650 (6.53 euro) for a 48-page passport

 SERVICES FOR ITALIAN NATIONALS RESIDENT IN THE CONSULAR DISTRICT

Italian nationals who have taken up resident abroad must register with the Anagrafe degli Italiani Resident all’Estero (AIRE).

There is no charge for registration, which may be done at any Consulate.

Consulates will assist Italian nationals to write legally permitted affidavits in lieu of official certificates. 

The Consulate will expedite the formalities for:

-         drawing up and registering Civil Registry certificates;

-         issuing the necessary documents for the publication of marriage banns;

-         issuing and renewing passport;

-         renewing driving license (for nationals who have registered with AIRE and have been resident abroad for at least 6 months);

-         citizenship documents;

-         documents relating to compulsory military service;

-         notarial deeds and wills;

-         translating, legalizing and authenticating documents or translations of documents;

-         Customs certificates for repatriation purposes;

-         Electoral documents;

-         Pensions and social security;

-         Allowances and assistance for penniless Italian nationals 

The Consulate can also solemnize marriages. 

SERVICES FOR ITALIAN NATIONALS WHO ARE NOT RESIDENT IN THE CONSULAR DISTRICT 

The Consulate assists Italian nationals temporarily visiting the Consular district in emergencies, by:

-         ensuring their personal integrity, safety and freedom;

-         providing practical information on obtaining assistance in case of need (doctors, hospitals, lawyers, reliable translators);

-         issuing, free of charge, the travel document required for repatriation to Italy following the theft or loss of a passport or identity card.

In order to obtain this travel document the Italian national must:

o       report the theft or loss to the local police,

o       obtain a copy of the police report,

o       submit a copy of the police report to the Consulate, with two passport-size photographs.

-         Issuing or renewing passports:

The Consulate must first await clearance from the applicant’s local Questura (Provincial Police Authority). In this case the Italian national must pay all the cost incurred (see the table of fees and charges above) 

The Consulate may also make small loans to Italian nationals unexpectedly in need of cash, and with no other means of support. The loan must be repaid to the Italian authorities in accordance with the instructions given when the loans is made. 

WHAT CONSULATES CANNOT DO

Italian Consulates cannot:

-         issue or renew identity card;

-         represent Italian nationals in court;

-         direct pay medical costs or the cost of repatriating the remains of Italian nationals who have died in the consular district;

-         permit consular premises or facilities to be used for private purposes (private telephone calls, making hotel or travel reservations, exchange currency, provide interpreters, etc.).
